Ce programme ambitieux vise \u00e0 relier l&#039;Asie \u00e0 l&#039;Afrique et \u00e0 l&#039;Europe via des r\u00e9seaux routiers, ferroviaires et maritimes le long de six corridors. Avec une port\u00e9e en constante expansion, il couvre actuellement 70 pays, 65% de la population mondiale et int\u00e8gre un tiers du PIB mondial. Quelles sont les origines de la BRI, quels sont ses d\u00e9fis et quelles sont ses implications pour le commerce et la logistique mondiaux ?<\/strong><\/p>\n<p>La BRI est la principale strat\u00e9gie d\u2019engagement international de la Chine et vise \u00e0 am\u00e9liorer l\u2019int\u00e9gration r\u00e9gionale, \u00e0 accro\u00eetre les \u00e9changes commerciaux et \u00e0 stimuler la croissance \u00e9conomique. Le commerce et la logistique le long de ces routes constituent actuellement un d\u00e9fi en raison du manque de connectivit\u00e9 et de la m\u00e9diocrit\u00e9 des infrastructures, un probl\u00e8me qui peut avoir un impact sur les op\u00e9rations de la cha\u00eene d\u2019approvisionnement. Les cinq grandes priorit\u00e9s de la BRI sont la coordination des politiques, la connectivit\u00e9 des infrastructures, le libre-\u00e9change, l\u2019int\u00e9gration financi\u00e8re et la connexion des personnes. Les projets de construction pr\u00e9vus sont d\u2019une ampleur incomparable et les pays situ\u00e9s le long de la route se sont engag\u00e9s \u00e0 les soutenir.<\/p>\n<p><strong>Une nouvelle \u00ab Route de la soie \u00bb<\/strong><\/p>\n<p>Baptis\u00e9e par le pr\u00e9sident chinois Xi Jinping, l&#039;initiative Ceinture et Route, annonc\u00e9e en 2013, est au c\u0153ur de son \u00ab r\u00eave chinois \u00bb et de sa politique \u00e9trang\u00e8re embl\u00e9matique. Son nom s&#039;inspire du concept de la Route de la soie, un r\u00e9seau de routes commerciales \u00e9tabli lorsque la dynastie Han a ouvert le commerce avec l&#039;Occident en 130 av. J.-C. Les routes de la soie reliaient la Chine \u00e0 la M\u00e9diterran\u00e9e et \u00e0 l&#039;Eurasie et existaient jusqu&#039;en 1453 apr. J.-C., lorsque l&#039;Empire ottoman a boycott\u00e9 le commerce avec la Chine et les a ferm\u00e9es. C&#039;est par ces routes que la fabrication du papier, l&#039;imprimerie, la poudre \u00e0 canon, la boussole et le filage de la soie ont \u00e9t\u00e9 introduits en Occident. Cette nouvelle \u00ab route de la soie \u00bb des routes commerciales a une port\u00e9e g\u00e9ographique et \u00e9conomique plus vaste.<\/p>\n<p><strong>Enjeux et d\u00e9bats<\/strong><\/p>\n<p>L&#039;ampleur de ce projet ne peut \u00eatre sous-estim\u00e9e. En tant que projet d&#039;infrastructure le plus co\u00fbteux de l&#039;histoire, il devrait impliquer\u00a0<a href=\"https:\/\/www.morganstanley.com\/ideas\/china-belt-and-road\">1 TP4T1 billion de dollars am\u00e9ricains<\/a>\u00a0dans les investissements destin\u00e9s au d\u00e9veloppement des infrastructures portuaires, routi\u00e8res, ferroviaires et a\u00e9roportuaires, ainsi que dans les centrales \u00e9lectriques et les r\u00e9seaux de t\u00e9l\u00e9communications.<\/p>\n<p>La Chine dispose d\u2019une capacit\u00e9 et de ressources exc\u00e9dentaires. Elle produit \u00e9galement plus d\u2019acier que n\u00e9cessaire. La BRI vise donc \u00e0 transf\u00e9rer cette capacit\u00e9 vers de nouveaux march\u00e9s, am\u00e9liorant ainsi le niveau de vie et reliant les zones rurales recul\u00e9es. En am\u00e9liorant les infrastructures, la Chine esp\u00e8re relancer l\u2019industrialisation dans les zones les plus pauvres.<\/p>\n<p>L\u2019Indon\u00e9sie b\u00e9n\u00e9ficie d\u2019investissements dans le cadre de la nouvelle route de la soie. Dans cette r\u00e9gion o\u00f9 les plantations de th\u00e9 envahissent le paysage et o\u00f9 les habitants p\u00eachent encore avec des cannes en bambou, les trains de banlieue sont vieux et lents, et les routes rendent la logistique co\u00fbteuse. Actuellement, la route reliant Jakarta \u00e0 Bandung est un trajet de 145 km qui prend cinq heures. Pour rem\u00e9dier \u00e0 ce probl\u00e8me, un tunnel pour un train \u00e0 grande vitesse est en cours de construction dans le cadre d\u2019un projet de 1446 milliards de tonnes m\u00e9triques qui sera le train le plus rapide d\u2019Asie du Sud, capable de circuler \u00e0 345 km\/h. La nouvelle ligne ferroviaire r\u00e9duira ce m\u00eame trajet \u00e0 45 minutes. La Chine travaille avec des entreprises indon\u00e9siennes pour collaborer et sortir les gens de la pauvret\u00e9. Des travailleurs chinois qualifi\u00e9s forment des Indon\u00e9siens non qualifi\u00e9s, cr\u00e9ant ainsi de nouvelles industries, de nouveaux emplois et de nouvelles productions.<\/p>\n<p>Cependant, la strat\u00e9gie \u00ab une ceinture, une route \u00bb n\u2019est pas sans critiques. Selon certaines informations, la Chine aurait obtenu des contrats de construction d\u2019une valeur de 1434 milliards de livres sterling et les entrepreneurs locaux des pays partenaires seraient perdants. Certains craignent \u00e9galement qu\u2019elle ne pousse les pays vuln\u00e9rables, comme\u00a0<a href=\"https:\/\/www.cgdev.org\/blog\/will-chinas-belt-and-road-initiative-push-vulnerable-countries-debt-crisis?gclid=Cj0KCQiA-4nuBRCnARIsAHwyuPpUpQZ6LNgItCdxQ5mHZPmqOllx-nKKCB-h4UgUdFbzeuHyVyHmmGYaAifsEALw_wcB\">Mongolie, Laos et Pakistan<\/a>\u00a0\u2013 dans une crise de la dette.<\/p>\n<p>&nbsp;<\/p>\n<p>En Malaisie, le Premier ministre Mahathir Mohammed a \u00e9t\u00e9 r\u00e9\u00e9lu \u00e0 l\u2019\u00e2ge de 92 ans. \u00c0 l\u2019\u00e9poque, il avait qualifi\u00e9 les projets de ceinture et de route de pr\u00e9dateurs, toutes les pi\u00e8ces, mat\u00e9riaux et ressources venant de Chine et les paiements \u00e9tant effectu\u00e9s en Chine. Mohammed a ren\u00e9goci\u00e9 avec la Chine la cr\u00e9ation d\u2019une nouvelle liaison ferroviaire, suite \u00e0 une r\u00e9duction de 30% du prix de construction, avec une augmentation de l\u2019emploi pour les travailleurs malaisiens.<\/p>\n<p>Bien que des investissements soient r\u00e9alis\u00e9s dans des r\u00e9seaux de transport plus respectueux de l&#039;environnement, comme le rail (la \u00ab ceinture \u00bb), le WWF a averti que les corridors pr\u00e9vus chevauchent 265 esp\u00e8ces menac\u00e9es, ce qui aura d&#039;\u00e9normes cons\u00e9quences environnementales, en particulier dans les pays les plus pauvres o\u00f9 les r\u00e9glementations environnementales sont plus faibles.<\/p>\n<p><strong>Blue Dot Network \u2013 un rival de la BRI<\/strong><\/p>\n<p>Apr\u00e8s avoir accus\u00e9 la Chine de \u00ab noyer ses partenaires dans une mer de dettes \u00bb, les \u00c9tats-Unis ont r\u00e9cemment soutenu un programme d\u2019infrastructures rivalisant avec la BRI. Le \u00ab Blue Dot Network \u00bb vise \u00e0 capitaliser sur le malaise de l\u2019Asie face aux risques de la BRI et a d\u00e9voil\u00e9 une certification des normes internationales pour les grands projets d\u2019infrastructures. Il a promis d\u2019investir 14 milliards de dollars dans des projets relevant de ce programme.<\/p>\n<p>L&#039;annonce est arriv\u00e9e la m\u00eame semaine o\u00f9 il y avait\u00a0<a href=\"https:\/\/www.cgdev.org\/blog\/will-chinas-belt-and-road-initiative-push-vulnerable-countries-debt-crisis?gclid=Cj0KCQiA-4nuBRCnARIsAHwyuPpUpQZ6LNgItCdxQ5mHZPmqOllx-nKKCB-h4UgUdFbzeuHyVyHmmGYaAifsEALw_wcB\">signes positifs<\/a>\u00a0La guerre commerciale entre les \u00c9tats-Unis et la Chine, qui a \u00e9touff\u00e9 la croissance \u00e9conomique, touche \u00e0 sa fin, les deux plus grandes \u00e9conomies du monde ayant convenu de r\u00e9duire progressivement les droits de douane. Avec un d\u00e9ficit commercial de plus de 14300 milliards de pesos philippins, les \u00c9tats-Unis veulent que la Chine ach\u00e8te davantage de leurs biens et la guerre commerciale a abouti \u00e0 l&#039;imposition de droits de douane sur des biens valant des milliards de dollars, auxquels la Chine a ripost\u00e9 par de nouvelles augmentations tarifaires.<\/p>\n<p><strong>Cons\u00e9quences pour la logistique et la cha\u00eene d\u2019approvisionnement<\/strong><\/p>\n<p>Il ne fait aucun doute que ces avanc\u00e9es auront des r\u00e9percussions importantes sur le commerce mondial. Une logistique solide permettra aux produits d\u2019atteindre davantage de consommateurs, avec plus de certitude et de rapidit\u00e9, et gr\u00e2ce \u00e0 des syst\u00e8mes de transport et d\u2019infrastructures plus fiables, davantage d\u2019entreprises investiront dans les pays en d\u00e9veloppement. La BRI stimulera la connectivit\u00e9 mondiale gr\u00e2ce \u00e0 l\u2019exportation de capacit\u00e9s de d\u00e9veloppement des infrastructures.<\/p>\n<p>L\u2019ACS suit attentivement les progr\u00e8s et cherche des moyens de tirer parti de l\u2019infrastructure croissante, en cr\u00e9ant des itin\u00e9raires de plus en plus flexibles et \u00e9volutifs depuis et vers les march\u00e9s de la r\u00e9gion. Les pays de l\u2019ASEAN, la Malaisie, la Tha\u00eflande et l\u2019Indon\u00e9sie ont conclu des accords conjoints avec la Chine dans le cadre de la nouvelle route de la soie, principalement dans le domaine de la construction ferroviaire. Ces accords relieront l\u2019Asie du Sud-Est et le sous-continent indien, qui, avec la Chine, sont des r\u00e9gions d\u2019approvisionnement cl\u00e9s pour l\u2019Occident. L\u2019Asie du Sud-Est est importante pour l\u2019avancement de l\u2019initiative, qui comble les lacunes en mati\u00e8re d\u2019investissement dans les infrastructures qui ont frein\u00e9 le d\u00e9veloppement.\u00a0<a href=\"https:\/\/blogs.worldbank.org\/trade\/look-logistics-within-belt-and-road-economies\">Un rapport r\u00e9cent<\/a>\u00a0Les chercheurs ont constat\u00e9 des lacunes dans les infrastructures li\u00e9es au commerce et aux transports dans les \u00e9conomies de la BRI. L\u2019am\u00e9lioration des r\u00e9seaux de transport aidera la Chine, qui affiche de bonnes performances logistiques en interne, mais dont les pays voisins ont une logistique m\u00e9diocre. Ces am\u00e9liorations impliqueront \u00e9galement la cr\u00e9ation de zones \u00e9conomiques, avec davantage de parcs logistiques et d\u2019entrep\u00f4ts sous
